Answer
Catch 22 is a term created by the author Joseph Heller in his satirical novel of the same title published in 1961. Catch 22 is used to describe a senseless, unreasonable or illogical situation or a situation with two equally unsatisfactory outcomes. Catch 22 generally means a situation in which illogical restrictions and conditions create a trap.

Poorly written policies or decisions can lead to these no-win situations.
