Answer Yes and no.
 
It's not different, in terms of the fundamental business planning components. The words may be different, but the pieces still need to be assembled, like development of management, staff, strategy, customer profile, etc. All business plans are written for two broad purposes: as a management tool and to seek and acquire capital.
