How do I know when to go from an employee policy manual to a policies and procedures manual? 
Answer
Many smaller firms prefer to prepare just a policy manual for employees. An employee policy manual can be broadly written to reflect the firm's management style. As an organization grows, however, there is often a need for further definition of policy issues.

Organizations with five, 10 or more supervisors, or organizations that have multiple locations, find that a policies and procedures guide can provide the details and guidance needed for supervisors to properly handle the various employment matters that arise.
