Will a policy manual be seen as a rule book that puts limits our organization's culture of creativity?

While employee policy manuals do include guidelines for employees as well as the employer, a carefully written document will not stifle creativity.

To the contrary, a well-developed policy manual should establish your organization's values and culture, thus promoting greater creativity.
