What issues should be considered when creating a " Promotion from within" policy? 
Answer
A promotion from within policy must be carefully defined. It can begin with a statement that current employees will be given first consideration when a job opportunity becomes available. But it's wise to define the policy in a way that permits the employer to select candidates from outside the organization if management determines that there are no qualified candidates currently within the organization.

To guide the promotion from within process, management should take the following steps:

1. Define job responsibilities
2. Clarify qualifications
3. Encourage participation in training or career development activities
4. Provide job assignments that help individuals to become more promoteable
5. Provide cross-training build job depth with back-up capabilities
6. Provide ongoing appraisal of performance and carefully counsel workers as advancement opportunities occur.
