Answer Yes, all book publishers must attend book fairs, especially the two big ones hosted by Book Expo America and the American Library Association. Whether you should exhibit is another question.
If you've decided to pursue the regular book trade, book fair exhibits may be worth your while. A lot depends upon the book's subject matter (and audience), the number of titles in your line, etc. Every author and every publisher should attend book fairs because besides being fun, so much can be learned on site. You do not need to display to make contacts, sell subsidiary rights or learn about the book trade. But bring comfortable walking shoes and be prepared to walk the tradeshow floor.
